The Challenge

Royal Devon & Exeter NHS Foundation Trust lacked the available skills and experience to run both a busy programme delivery team and also manage the procurement process for a replacement EPR solution. In order to deliver against tight timescales the Trust sought assistance from Cloud21.

The Approach

Our team led the end-to-end delivery of the procurement process. This included:

• Output Based Specification: Defined the requirement for technical functionality, usability, process flow and quality based on how the Trust needs to operate to support future delivery of care
• Procurement Process: Developed the procurement process end to end through a full OJEU leading to the selection of preferred supplier for the replacement EPR
• Due Diligence: Against Preferred Supplier, looking at Total Cost of Ownership, supporting strategies, integration, data migration, testing, training, post Go Live support model and end user devices and desktop integration.
• Contract Negotiation: Working with DLA Piper to define detailed contract

How did our work deliver value to the Client?

The Cloud21 team successfully managed the programme team throughout the period of our engagement, delivering a wide range of Trust wide IT services whilst at the same time executing the complex delivery process of a full EPR replacement procurement. The business case, procurement process and supplier due diligence were all approved by the Trust Board without challenge.
